Mr. Fligg, 58, is a Senior Advisor to Arctas Capital Group. He has extensive experience in the development, operation, management and disposition of international and domestic power projects and infrastructure companies having generation, transmission and/or distribution assets – both for public utilities and independent power.

He continues to spend a significant portion of his time in the Philippines and is currently slated to lead a consortium development effort for a greenfield power project there. Previously, he led Arctas’ review of El Paso’s power interest in the Philippines on behalf of Meiya Power.

From 1998 to 2004, Mr. Fligg was the General Counsel of HEI Power Corp., the international power subsidiary of Hawaiian Electric Industries, Inc. (“HEI”), and in 1999 was promoted to Vice President. He was integrally involved in all aspects of the business in China, the Philippines, and Guam including project development, acquisitions, joint ventures, project finance, construction, operation & maintenance, bank consortium loan restructuring, corporate structure and governance, disposition and sale of projects and corporate secretary functions. He has also negotiated the sale of a solar power company in Hawaii.

In the Philippines, after advising on the acquisitions, he served on the boards of directors of East Asia Power Resources Corporation, a 390 MW power generation company, and Cagayan Electric Power and Light Company, Inc., an electric power distribution company. During his tenure he was integrally involved in restructuring the finances of East Asia, including the negotiation of a local currency loan, and the operational and management aspects of both companies and their chain of ownership. He successfully negotiated the disposition of East Asia and the profitable sale of CEPALCO.

Mr. Fligg advised on the acquisition of and then rehabilitation and operation of and project financing for a 50 MW diesel fired plant in Guam and subsequently on the profitable sale of the project.

From 1991 to 1998, Mr. Fligg was the principal advisor to Hawaiian Electric Company, a public utility, in negotiations with various independent power producers and represented and advised the company in day-to-day interface with them during project development, construction, commissioning and commercial operation of coal, oil, garbage, hydro, wind and recaptured gas power plants, including, representing the company in the rearrangement of term project financing for an independent power producer. As Department Manager of the legal department he also lead the department, its attorneys and support staff.

Before 1991, Mr. Fligg served in the U.S. Army in various positions of leadership and responsibility in the Judge Advocate General’s Corps including as the Staff Judge Advocate for the U.S. Army Support Command, Hawaii. He is a graduate of the Command & General Staff College at Fort Leavenworth, Kansas.

He received his BS from the United States Military Academy at West Point, a JD from California Western School of Law and an LL.M (Taxation) from New York University School of Law.
